Where the Mansion suburbs fence ends, the lower end suburbs begin. Most houses lining these once neat lawns and blocks are only two stories at max with maybe five bedrooms in the biggest standing house. The area is not fenced in and partially all in rubble anyway. The houses still standing however are in pretty good shape and could be rebuilt if someone was really up to the task.
